weather. what's in store with the forecast? >> pretty nice start so far. look out for thick fog across the golden gate bridge. t-shirt weather this afternoon in san jose. 78 degrees and 68 in san francisco and 72 in oakland. student. big time warm up in the seven-day forecast. a look at that in a few minutes. >> thanks a lot and new this morning and people in the peninsula rallied against plans to build a county jail near redwood city. it was supposed to be bill and would be the second county jail near downtown. people are worried that thousands could be released on to city streets each year because of overcrowding. the sheriff's department is considering a location next to the police department that's on chemical way. there is going to be a sheriff's meeting on that issue tonight at 7:00 in redwood city. police in oakland are trying to figure out who robbed a high profile politician.

the vice mayor was walking into a safeway when a man came from behind and grabbed her purse. she tried to hang on, but the thief took off with the car. the purse was found, but the wallet was gone. surveillance video will hopefully help find the snatcher. pa. >> solo drivers will have the option of hopping into the carpool lane if they are willing to pay for the privilege. southbound on the great on 680 for about 14 miles. today in the bay, christie smith is live with more on how the new lanes will change your commute. good morning. >> good morning to you. the idea is that you can pay up if you want to get there faster. solo drivers can use the express lane and this is for carpoolers. now if you are a solo driver and you are tired of sitting in traffic, maybe a little bit late, you can decide whether the cost is worth it to you.

this runs on southbound 680 from pleasanton to milpitas. there three entry points and we will tell you the price. from 30 cents to $6. you pay using your fast track tran responder. this is new for the area and a spokesman said he knows there will be a learning curve. >> this is new for northern california. it will take time for people to understand how it works. during that process, people get it fast. mostly it's the same people driving. they will learn it and it's a great thing for bay area commuters. >> the chp is ready with extra enforcement as well. solo drivers would get ticketed if they are in the carpool lane. they are using their own tran responder reader to make sure that the solo droifrs are

legitimately in the lane. if not, if you are caught doing it, the usual rules apply and the ticket can run up to $370. live near pleasanton, christie smith, here in the bay. >> we want to give you an inside look at fast track. mike spoke directly with the people at fast track and is in the newsroom with more on what he found out. >> i talked to john from the metropolitan transportation commission. two of the groups that oversee the program. we talked about how to take advantage earlier, helping to speed your way through the toll plazas and through the back up on 6080 southbound. if you don't normally qualify. there is always a butt. the same system is using the data in ways that you are unaware of. >> the message times that drivers see, giving travel times to various destinations. part of the data that feeds into

the system comes from fast track toll tags. >> that's right. the overhead signs that you see shows you how long to key points. your tag is track and the times are calculated and commuted after it's tracked from point to point along the highway. it's like one of the word problems that most of us didn't like in school. you know that they are tracking your tags. they are tracking your data, but what does it mean for your privacy. can you get a tick for what they do track? that and more, coming up. >> thanks a lot, mike. >> grief counsellors will be at a high school for students mourning the death of a classmate. five jeerns spun into the path of an on coming tractor-trailers. one student remains in critical condition in a hospital. the driver of the trailer suffered minor injuries.

developing news on the war on terror. >> we are getting word of a deadly attack in pakistan. scott has been mentions that and got the latest details now. >> good morning to you. we talk about a drone strike in pakistan. six militants were kill and here is final video of the predator drone. something similar to this that fired two missiles. the first one hit a pair of militants on a motor bike. it was able to hit them as they were moving down and when other people came out to help them, the drone fired another missile and hit the other four. this has been a controversial thing. this is the deadliest month as far as drone strikes go. this is in pakistan, not afghanistan that has been controversial. bringing the war to the insurgent who is had been crossing into pakistan, expanding the war.

>> thanks a lot for the update. since the deadly pipeline blast, people want to know if their families and homes necessary danger. pg&e has several lines in the bay area, but has been slow to tell where they are. that's going to change late or today. today bob redell is live in san jose with more on that report that we expect to see soon. bob? >> yes, good morning to you. soon as in the next several hours. pg&e is expected to release the list of 100 riskiest gas pipelines that run throughout the state of california. at least four are located right here under our feet near the intersection of north first and taz min in north san jose according to the mercury news. the paper reporting that the utility called mayor reed of san jose to let him know about this gas line and the other one that

runs within the borders. they were asked to release the list after the pipelines exploded a week and a half ago, killing at least four people and another three still missing. presumed to be dead. pg&e made the calls to other cities to give them a heads up. milpitas being a city that received such a call and the city has two risky pipelines within the borders as well. both located west offa 880. milpitas saying it's supposed to be meet being those lines. prior to today, pg&e only disclosed the location of three high risk gas lines in the bay area. one section in south san francisco along the same line that blew up in san bruno. another line in fremont and an eight-mile section that runs through so noel and livermore.

near the intersection of north first in san jose is scheduled and supposed to be upgraded sometime in 2012. live here in san jose, today in the bay. >> thanks for the update, bob. >> another victim of the san browno explosion will be laid to rest today. 20-year-old jessica morales will be buried this afternoon. he was at home with her boyfriend about when the explosion happened. he managed to escape, but was badly burned. good morning, folks as you know, we have been focusing on the express lane that opened at 5:00 this morning and there is the slow down. we knew there was going to be adjustment time expected for another week to 10 days. southbound 680 is the shot here with the tail lights backing up. the map shows you what you were talking about. the first opportunity to join into the express lane and if nothing else, the signs talking

area. mild temperatures and rob will tell you what to expect. there changes in the works by the end of the week. . >> new this morning, almost two dozen people are dead after two trains collided in india. we have new video into the newsroom and a freight train is going the wrong way on the track when it slammed into a passenger train. look at the destruction. 21 people are dead and 53 others injured. they said the numbers could rise. the accident happened at about 250 miles south of new delhi. they are trying to figure out why the train was sent the wrong way. a wildfire in utah is threatening hundreds of homes and moving towards the town at about 30 miles outside salt lake city. 1400 homes were under orders. firefighters said they made progress. the word that is the winds could shift blowing the fires towards more homes. they lost four homes.

no reports of major injuries. investigators said the fire was sparked in an artillery training session. >> final clean up is under way in the gulf of mexico. teams are leaving after the fractured deep water horizon well was sealed for good. scientists say 74 barrels of cement are holding and the well will likely never leak again. for many people along the coast, the damage from the oil continues to affect their lives and today it will stretch all the way to the capitol where south louisiana parish leaders are expected to drive that point home to lawmakers. >> racing towards november's general election and campaigning is in full swing. president obama raises money for a democratic senate candidate who could help his party maintain control in congress. he challenges the upcoming election for both sides. americans are fed up with washington. pa. >> it's telling the american people don't worry about it, everything will be okay despite

the fact that we have $13.4 trillion in debt. >> starting next week the president is planning four rallies to energize young voter who is elected him two years ago. >> cutting down on gang enforcement to balance the budget. they are trying to close a budget gap and cutting the task forces necessary. the 21-officer unit reportedly handles 1,000 gang-related arrests a year. the mayor said all public employees were asked to take a 10% pay cut to avoid lay offs in cuts like these. police refused. the police officers association said the elite unit is needed for safety. this is the ninth straight year of cuts. republican gubernatorial candidate meg whitman will be stumping for votes. she'll bring the campaign to the company and speak to local voters and employees at 11:00 this morning. whitman will be getting help

from new york city mayor michael bloomberg. he will travel to california next month to urge voters to back whitman instead of democrat jerry brown. he told the times he is trying to push the cent rift brand of politics by making endorsements and helping candidates send off the conservative tea party movement. whitman by the way this past week broke bloomberg's record for the most personal money ever spent on a campaign. >> president clinton is coming to california to help campaigns. he recently announced his endorsement of jerry brown for governor. he will camp with the state with brown the 15th and 17th to give the campaign a final push. he is running for governor and show he is in a dead heat. >> 6:16. we thought this was pretty funny. everyone except apple.

>> it was an adfor the apple i pad that gets turned into a newspaper. take a look. >> over the weekend, news day pulled the ad. they won't say why, but they quote an anonymous employee who said news day got a cease and desist letter from apple. you may recall, talk show host ellen degeneres felt the wrath after she created a silly iphone ad making fun of her fast fingers. she was forced to make an apology, the kind you would have to make after a giant scandal. >> i got in trouble recently because of a -- today i got in trouble. i did a fake commercial for the iphone and i showed it yesterday, but this is what i did.

$18.2 million and the thriller devil landed in third with $12.6 million. muni's brand-new $30 million fare gates have only been up and run running for a month, but customers are reporting glitches in the system. the clipper card opens the gate automatically when passengers exit downtown metro stations. they report you only had to wave your hand over the sensors for the doors to open up. that opens the doors for people to skip out on fares. muni said they don't plan to replace the gates, but they will send more inspectors to monitor. >> mylar balloons and a hand waiver is the way to go. we want to check in with mike. >> delays with the bart system. 10 to 15-minute delays over to richmond. out of antioch, this is the slow down. speeds below 20 to about horizon and clear. still holding up clear through

pitsburg. a nice easy flow so far and starting to pick up the volume a lot. only one eastbound is open. the bay bridge with the back up forming. it shows you holding up and the lanes off of the car tool lanes. it's a big advantage for everybody. fast track you need that as well as 680. if you want to take advantage of the express lane. you are not in that, the slow down heading southbound south of highway 84. it's crowded over there. i'm not going to hang out here and you are following this with no accidents. you might have to read the signs overhead. that's a bit of a distraction. i will be over here because it's crowded. i will find out on this side. you will find out why. >> mike, get out of the way. you got that music you can recognize from the background and you will probably recognize these guys. they are the cheerleaders for football time. the gold rush is in studio with

nice looking shotof the city this morning. city lights as the sun not quite fully up, looking for fairly mild temperatures today. changes are in the works as we head into the workweek. rob will check that out for us. >> new this morning, one school district coming up with a new way of solving the budget crisis. a high school district will approve the first on campus advertiser today. for a fee, people can advertise to the student that is the district's 15 high school campuses and they think they could make a million dollars selling advertising. parents are not sure that schools should be allowed to

the california public utilities commission that regulates pg&e asked the utility to release the list to make it public that one of the gas pipelines blew up and exploded in san bruno over a week and a half ago. there is another south bay city that has two high risk gas lines within the borders as well. we will tell you what city that is in about 20 minutes. in the meantime, reporting live in san jose today in the bay. >> thanks for the update. >> new this morning, a study provides more evidence between obesity and a type of virus. the virus causes respiratoryy and gastro intest jal infections. they studied 124 children aimings 8 to 18 and found children who tested positive for ad 36 weighed about 50 pounds more than those who tested

negative. the study is published in the journal of pediatrics. >> the giants will get back in the swing of things tomorrow tomorrow against the cubs. black and orange are tops because they got it going in the first inning and they went on to beat the bruins, 9-2. the giants are a half game up on the padres and san diego lost that they are off tonight. the a's are in action and host the series with the other chicago team, the white sox. oakland is out and playing for pride. they beat the twins with a final score of 6-2. >> there is a live shot from 680. this is the express traffic south of highway 84 around the bend. things slow down here and moving

but what were the results? fact: brown promised to improve schools. but the drop out rate increased 50%, and the state had to take over the schools. fact: the city controller found employees paid for 22,000 hours... they never worked. fact: brown promised to cut crime. but murders doubled, making oakland the 4th most dangerous city in america. jerry brown. he just can't deliver the results california needs now.

a nice start with patches of low clouds and thick fog around the golden gate bridge. the rain has moved off to the north and east. right now we are seeing mild temperatures around the bay, but for the end of the week, we have a big time warm up. 68 degrees in san francisco and 78 in san jose. low 80s around concord and livermore and highs in the mid 70s. hotter as you get up north and a high of 82. the seven-day forecast looks mild and low 70s to mid 70s, but it's the weekend ahead we see

80s and 90s coming back in time to kickoff next saturday. back to you. >> commuters use fast track to get around quicker and cheaper, but how can you make sure you are not being taken advantage of. >> the only bay area traffic reporter gets a new inside look at the system and divulge what is he found out. we are worried about taken advantage of. a few minutes ago i told you that fast track is exploiting theidate that they get off of the toll tags. they use it to commute the travel times and what else can they do with the data and what else do they know about you specifically. >> we are able to calculate a travel time between the points. it's done anonymously. any identifying information from the tag is encrypted and the encryption codes are tossed out at the end of the day. we know the tag travel friday point a to point b, but we don't

than it's my tag or your tag. >> it's anonymous and i asked about an urban legend and similar to where i heard from someone who got a speeding ticket based on the toll tag data. >> no way of identifying the speed of any vehicle. it simply can't be done. they asked us for that information. we don't have it. >> in short, four fast track users regarding that urban legend. >> it's bunk. >> it's bunk. he said it. that's the short answer and the long answer. they do use your data in the bay area. you can't get a ticket on that data. we use your data as well. it's on the map and the travel times we compute and send out to you. the red and the yellow. you use that data. you are also exploiting that

meg whitman's nose keeps growing. whitman says california lost jobs under jerry brown. turns out 1.9 million jobs were created. she spent millions saying jerry brown raised taxes. fact is brown cut 4 billion in taxes. but whitman's nose keeps growing by the millions. the sun beginning to come up. look at that by the bridge. a cool shot. checking out of the temperatures to kind of mild. could change by the end of the week.

we will check in with rob. >> a change could be coming to your dinner table. we are talking about genetically engineered fish. today in the bay's tracy pots is live in washington, d.c. sounds like something out of science fiction. >> for d but believe it or not, it could be something on the dinner plate soon. taking a look at whether or not this genetically engineered fish is safe for human consumption and can be sold here in the united states. it's something in the works by this particular company for 15 years. the fda is looking at it for a couple of years. aqua bounties working on this genetically engineered sal that is exactly the same as atlantic salmon except for an extra growth hormone to help the fish grow faster. you can see that they are quite a bit larger. there groups that oppose this and are concerned about the health effects and that there is not enough evidence independent studies to prove that it's for

human consumption. the company wants this approved because they have been working on it. they say they have orders on stand by for 15 million of these eggs already. they are also working on trout, ty lappia and there other companies watching that are working on other types of genetically engineered animals for the dinner table as well. the fda will talk about the concerns. they are talk about the evidence out there and whether or not special labels will be needed for this type of genetically engineered food like they now require in alaska for genetically engineered fish. a brand-new area for human consumption, the fda soon to make a decision on whether or not you can eat it. reporting live from washington, i'm tracie potts for today in the bay. >> i was hungry, but not anymore. thank you. >> i'm still hungry.

new this morning, solo drivers on 680 have an option of driving in the carpool lane if they are willing to pay. an express lane is open for southbound commuters on interstate 680 between pleasant ton and milpitas. christie smith is there with more on how the new lanes might change the commute. >> for you air solo driver and running late or tired of sitting in traffic, this gives you another option. if you are a true carpooler, unclear how you might feel about this because you might have to share the lane with those solo drivers. here's a look this morning, a look from the camera from the entrance to 680. it's crowded this morning as people try to figure out the new system. there is a digital sign telling you how much it is for the solo drivers. it should be anywhere from 30 cents to $6 based on congestion and how long you are riding in the lane. there three access points that give you the price and you can decide whether it's worth it for

you to enter. you pay with a tran responder. normally the drivers will get a ticket for driving the express lane. they explained to us this morning that they can tell if you have a tran responder. >> the officers have been trained with the proper use of the equipment and that's going to be a factor. if you are in violation, there is a strong possibility that you could receive a citation. >> joe, if you don't have a tran responder and you are caught in the lane as a solo driver, the tickets can run about $370 the it's like extra endorsement. the same rules apply and it is still free. if you have one of the tran responders, you might want to put it in a mylar bag. christie smith, today in the bay. >> we drove in the lane on saturday night. when you are in there, you can't get out. >> it is messing up with a lot

of folks because they are getting used to the new lanes. >> the confusion and the signs stating the pricing and everyone is curious. slower than we see coming through the area. southbound 680 out of pleasanton. you might want to use 880 if it's an option. this is what you will deal with. a live shot is slow coming around the bend. it happened starting after 6:00 a.m. the lane is open, but it's slow if you are not using the express lane. a live look at 880 and i see the drive coming past the col see um. through downtown and 15 minutes from 238 up towards the toll plaza. with a live look, the metering lights are up.

>> good morning. hello from the roof top of the museum here on pennsylvania avenue. we are about halfway between the capitol building and the white house. down stairs on pennsylvania avenue, the doors open and we have an audience of 400 people taking their seats and getting ready to hear from barack obama. the challenge he faces in getting the economy to turn around, everybody is focussed on jobs, jobs, jobs. in a poll relessed this morning, 90% of americans said they are very worried about the economy. that's a huge number and worse than the number of folk who is said that at the height of the melt down in the fall of 2008. president obama got his job cut out for him today on the town hall at noon eastern. >> who are will be in the audience and what do you think the mood will be? people are concerned about jobs. >> people are really worried. we were downstairs talking to the folks and some of them have been waiting for hours to get

into the town hall. we have a mix of business people and lawyers and law students. we have got people who have driven down from upstate new york to be here. a wide range of people and different ages and walks of life and professions. all of them have prepared questions and wanted to hear from the president. we will talk about the economy and talk about wall street. we will talk about the bailouts and what the president can do to turn around the situation. unemployment is at near 10%. it's been very, very stubborn and hasn't responded at all to what the white house has been doing for the past year or year and a half. the president has a tough sell going into the fall election campaign. we are in the heart of election season going into the battle for control over congress in november. >> thank you very much. we will look forward to it. it is happening today on cnbc. the uc berkeley graduate freed from iran is calling her arrest a huge misunderstanding. sar is shourd said in new york

anymore. they can buy more home mortgages. the economy depends on homes to have washington be the biggest landlord. often an extraordinary development and we expect that out of the fed in the two-day meeting. >> a lot of availability too. >> there sure is. >> in a few hours, we will get more answers to the questions troubling many families. do we have a pipeline running under the streets in the neighborhoods. bob redell is live with an early look at a report from pg&e. good morning, bob. >> the location of one gas line, good morning to you, laura. north first street, a major intersection here in san jose. it's central to one of the redevelopment districts for the city. cisco and samsung had the locations here and the vta has the station and pg&e has a presence here underground and it's not very reassuring. the city of san jose confirms with us that they learned that

one of pg&e's pipelines runs near the intersection, one of two within the city limits and the other further north with the border. later this afternoon, the utility will release the risk with the 100 riskiest pipelines throughout the state in response to a gas pipeline explosion with san brown bruno. they notified them of two lines that run west of 880 through the city limits. that city is supposed to meet sometime this week to figure out how to move forward. as for san jose, the gas pipeline located here underground at north first, pg&e is supposed to be upgrading this in 2012. live in san jose, rob redell, today in the bay.

>> 680 express lanes are slow. that's what it is south of highway 84. this is the express lane here and a lot of folks are confusion and likely slowing to see the signs as well. the map will show you the extent of the slowing down in through the area and heading into fremont where the next opportunity to join is around washington. keep that in mind. slow because the folks are heading out of livermore. down through highway 84 in livermore and pleasanton. a look at the golden gate bridge as well. we have a fog over the bridges and that might be a major factor. the fog is really thick right there. >> no distraction. them about the forecast. >> the computers are somewhere. >> 68 in san francisco, 72 in oakland and you can see a mild start to the week. we are starting to warm up and speaking of the 49ers, 62
